As an officer with the California Highway Patrol, I had the honor and privilege of having a Mustang 5.0 SSP assigned to me. It was one of the most memorable (and fun!) times of my career. I owned a 1990 Mustang GT during this time, but dreamed of one day owning a real, authentic CHP Mustang SSP for “show” and “historical” purposes.

This particular Mustang, Unit #9514, served in the livery of the Red Bluff Area – located about 2 hours north of Sacramento. It was assigned to Officer Bud Rooks, #7685. We would like to thank Officer Pat Hurton, #12656, who provided me with information regarding Officer Rooks and the newspaper clipping shown below.

After the Mustang was placed out of service, it was sold to a local couple in the Sacramento area. Over time, the car was owned by a gentleman in Wisconsin and was finally purchased by Mr. David Philipkowski, owner of David Ford in Keene, New Hampshire. Mr. Philipkowski painstakingly restored this Mustang, paying close attention to detail and authenticity. Mr. Philipkowski’s hobby is to locate SSP Mustangs, find out what law enforcement agency originally owned the car, and then restore it back to its former glory for the particular department.
I acquired the Mustang from Mr. Philipkowski in October 2008. My family and I get a lot of enjoyment from the car at various car shows and other events – mainly for charity.

Although I have been a Motor Officer since 1993 and I would not give up the motorcycle for any other detail, a lot of my fondest memories from my career come rushing back to me when I sit in the driver’s seat of my Mustang.
Pictured below are items donated by Officer Bill Schrom, #4179 – Retired. Bill’s items are shown with the Mustang at all events. Items include his dress jacket with chest badge, nameplate / safety award, 25-year “State Service” pin, campaign hat with cap piece, and his ticket book. Officer Schrom drove the Mustang SSP’s during his career and remains a big fan of them. He and I shared the common practice of “stuffing” our ticket books between the center console and the front passenger seat, and draping our jackets over the passenger seat during daily patrol.
When Bill donated his chest badge for display in the Mustang, I learned he had never had a “flat” wallet badge while on the job or in retirement. So, to remedy that situation, Bill was presented with his very own flat badge and wallet while we attended the “Fabulous Fords Forever” Car Show at Knott’s Berry Farm on April 19, 2009. Bill is a generous and honorable man — and he is a true friend.

Also, we have two friends who each have their own CHP Mustangs. If you are interested in a fleet of Mustangs at your event we will attempt to arrange it. Other friends have other old, restored CHP vehicles including a 1988 Dodge Diplomat, Dodge Polara, and others.
